In simple terms exchange wagering has two common features:
Feature 1
You can bet horses to win a race in the normal manner similar to going to the track, OTB or online wagering site.
Feature 2
You can choose to bet a horse not-to-win the race and still make / win money as obviously only one horse out of the field of horses entered can win the race – right?
So in board terms an exchange is like ebay, its a marketplace of buyers ( e.g. horse players looking to bet horses to win a race) and sellers (e.g. horse players looking to bet horses not to win a race) – so its a marketplace for bets on horses ( the exchange ).
This ‘exchange’ is your opinion versus my opinion of a horses chances to win the race.
Remember in any normal handicapping you immediately dismiss the chances of other contenders in the race in order to select and predict the winner – so by the same token or process of elimination you have also identified horses that will not win or ‘lose’ that race.
So on the exchange you can play (bet) those horses not-to-win and profit from them.
The exchange platform merely like an online dating site or auction site like ebay matches buyers and sellers of that opinion on a horses chances of winning or not-winning and thus the wager is placed.
It is a bit more complicated but in essence that’s a wagering exchange – have you got it folks?

Exchange wagering maybe coming to the USA - is all the buzz at the moment as a new betting and wagering menu option for players and is hottly tipped to become allowable in California and New Jersey this year [ 2012]!
Just recently in California, the CHRB held a meeting in February [2012] with various stakeholders but didn’t gain universal agreement so it looks like back to the starting gate for exchange betting in the Golden State.
IS IT LEGAL IN THE USA?
